Senior Advisor

Phillip Cornell, Senior Advisor at EMIR, is a leading authority on energy economics, sustainability, and the geopolitics of energy security. With over two decades of experience advising governments, multilateral institutions, and major energy players, he brings deep expertise in energy transition, infrastructure resilience, sanctions exposure, and international energy strategy. Phillip advises EMIR clients on navigating global energy market shifts, policy risk, and the strategic implications of energy and sustainability decisions, particularly across the Gulf, the US, and emerging markets.

Phillip is a Senior Fellow at the Atlantic Council’s Global Energy Center and chairs the Clean Energy Ministerial initiative on energy interconnection. From 2018 to 2021, he served as Senior Advisor in the World Bank’s Energy & Extractives unit, where he authored key reports on regional power markets, energy trade integration, and clean energy finance mechanisms.

Earlier, Phillip was a senior corporate planning advisor to the Chairman and CEO of Saudi Aramco, supporting executive decision-making during the implementation of Saudi oil price strategy and advising the Royal Court on energy-linked economic and foreign policy matters. He also served as Special Advisor to the Executive Director of the International Energy Agency (IEA), where he contributed to strategic policy development and emergency energy preparedness.

Phillip has held senior research and policy roles with NATO, the Naval Postgraduate School, the Royal United Services Institute, and Stanford University. He holds two Master’s degrees with distinction from the Johns Hopkins School of Advanced International Studies and a BA cum laude in International Relations from Stanford University.
