Gati Al-Jebouri, Senior Advisor at EMIR, brings over 30 years of leadership experience in the oil and energy industries across Eastern Europe and the Middle East. He specialises in energy resources, strategic planning, and financial analysis, offering expert guidance to clients on commodity trade management, driving business transformations, and executing mergers and acquisitions to unlock value and achieve sustainable growth.

As Vice President and Head of Upstream for the Middle East and North Africa at LUKOIL, Gati oversaw operations producing 400,000 barrels of oil per day with an annual budget of $1.3 billion. During his tenure, he led high-stakes negotiations and implemented significant organisational changes that reduced costs while enhancing local talent development. As CEO of LITASCO, LUKOIL’s international trading arm, Gati expanded operations to 80 countries and more than doubled profit before tax under his leadership. Earlier in his career, he served as Deputy Minister of Finance for Bulgaria, where he negotiated pivotal agreements that shaped the country’s financial and energy sectors.

A Chartered Accountant and Fellow of ICAEW, Gati combines financial expertise with governance acumen. He holds a degree in Civil Engineering from the University of Bristol and has served in numerous board and advisory roles, including CEO and Chairman of Pembridge Resources and Non-Executive Chairman of Bulgargaz EAD. His ability to bridge technical expertise with strategic vision has earned him a reputation as a trusted leader in the energy and commodities sectors.
